I don't know about hands free . . . I think we are all so distracted anyway and the freeways are so crazy (in SoCal at least) that hands free is probably not much better.
@Soma - that is what we need here in the states. it's only $120+ for the first offense.

I think the maximum fine for doing such an act is something like $500.
